Leroy Tull
Leroy Tull is a seasoned legal professional with a distinguished career spanning law enforcement, public service, and private legal practice in the Turks and Caicos Islands. A former Assistant Superintendent of Police, Leroy spent fifteen years with the Royal Turks and Caicos Islands Police Force before transitioning into legal leadership as Legal Counsel and Manager of the Legal Department at the Turks and Caicos National Insurance Board.
He has represented clients at various levels of the local justice system, including the Magistrates’ Court, Supreme Court, Employment Tribunal, and National Insurance Board Appeals Tribunal. His work reflects a strong commitment to justice, fairness, and the protection of individual rights.
His practice includes civil litigation, employment law, intellectual property law, national insurance law and personal injury. As a Notary Public, he provides notarisation services for domestic and international documents.
Leroy is admitted to the Bar of England and Wales (2006) and the Turks and Caicos Islands Bar (2007). He holds an LLB (Hons) from the University of Hertfordshire, an LLM from Cardiff University, and an MBA in Leadership and Sustainability from the University of Cumbria. Beyond his professional life, Leroy is an avid sports enthusiast, reader, and traveller.

Cheryl Astwood-Tull
Cheryl Astwood‑Tull is an attorney admitted to the Bar of the Turks and Caicos Islands in 2013. She brings to her legal practice more than three decades of experience as an entrepreneur, giving her a strong foundation in commercial operations and strategic business development.
Cheryl is also a seasoned human rights professional. She served with distinction as Chairman of the Turks and Caicos Islands Human Rights Commission; the statutory body mandated to safeguard and promote human rights across the jurisdiction. Her leadership contributed to strengthening national human rights protections and advancing public awareness.
In addition to her human rights work, Cheryl has an extensive record of public service. She served in the Parliament of the Turks and Caicos Islands as both an elected and appointed member, playing a meaningful role in legislative development and national policy.
Cheryl completed her legal education in the United Kingdom, earning an LLB (Hons) from the University of Hertfordshire in 2005. She later obtained a Postgraduate Diploma in Legal Practice in 2012 from London Metropolitan University, further strengthening her academic foundation for her work in business law, conveyancing, and human rights law.
Her legal practice focuses on business, conveyancing, and human rights matters, where she is recognized for her practical insight, commitment to justice, and client‑centered approach.
Outside of her professional commitments, Cheryl enjoys spending quality time with her family, travelling, and mentoring emerging professionals.

LeShelle Tull-Thomas
LeShelle Tull-Thomas was admitted to the Bar of the Turks and Caicos Islands in 2024 and practices in the areas of medical law, immigration law, and national health insurance.
Prior to entering private legal practice, LeShelle was an integral member of the Turks and Caicos Islands National Health Insurance Board, having joined the organization at the inception of the National Health Insurance Plan in 2009. During her tenure, she gained extensive experience in healthcare administration, policy, and regulatory matters, providing her with valuable insight into the intersection of law, healthcare, and public services.
LeShelle also served as Consular Agent at the United States Consular Agency in Turks and Caicos Islands, where she provided consular services, including assistance with passports, immigration matters, and support for American citizens requiring assistance while in the Turks and Caicos Islands.
Her combined experience in healthcare, immigration, and public service allows her to provide a well-rounded perspective to clients navigating complex legal and regulatory matters.
LeShelle holds a BSc Hons degree from Sheffield Hallam University, UK; a Graduate Diploma in Law from BPP University, UK and a Master of Laws (LLM) in Legal Practice from Northumbria University, UK.
Outside of her legal practice, LeShelle remains involved in the tourism sector and enjoys spending time with her family and travelling.
